Sam helped me understand Florida's set up by writing this: "Florida PRN is a monitoring and advocacy contractor for several Florida professional boards. The organization supports pharmacists, physicians, dentists, therapists, and other professionals with issues such as addiction, mental health, boundaries, and disruptive behaviors. Referrals can be made by an individual, employer, healthcare professional, etc, by calling PRN. PRN investigates referrals and determines if professional evaluation is needed (evaluation or treatment options provided). Addiction patients usually have 5 year monitoring contracts with meeting stipulations (12 step, PRN monitoring, therapy), urine drug screens, etc. PRN advocates for participating clients if board or legal action occurs. Once a licensed professional is linked up with Florida PRN, the boards (pharmacy, medicine, dentistry, etc) generally step back and defer to PRN recommendations. Many cases, never go in front of the professional board."

PRN is a non-profit organization funded through a contract with DOH to implement the statutorily mandated Impaired Practitioners Program (from licensure fees) and through charitable contributions. Participants are not charged for PRN services. The Program has no financial relationship with any evaluator, treatment provider or facilitator. PRN does not provide medical services; therefore, participants pay directly to the providers.
Likewise, in the monitoring phase, the participant pays directly to the provider for urine toxicology screening, ongoing psychotherapy and the facilitator of the regional PRN group they attend as a requirement of their contract. When all other financial options have been exhausted, charitable treatment options, as well as a participant loan fund are available for verified hardships.
